Need help picking the right shrub for a privacy hedge

Unfortunately the uphill neighbor is pulling out mature trees and moving the fence which will include a retaining wall. My retaining wall is at the bottom of the slope so I need to be mindful of root damage but the fence and retaining wall they're building will be a 8 to 10 foot tall eyesore in my beautiful backyard. The distance between their retaining wall and mine (the space for the plantings) is on a hillside and approximately 3 - 4 feet.

Any suggestions? Thank you!

Double-check to make sure that they are allowed these "improvements" in the area, especially in view of the adverse impact on your drainage situation and view. 8-10 feet tall is usually not allowed in most areas.

What zone do you live in? How much sun does the site receive a day?

Depends entirelyon where you live. Here in SoCal I might consider Podacarpus for a hedge, or better, bougainveilla

Sorry - zone 10 and it's a south facing slope - it's Podacarpus that they're taking out and I'm hoping for something that grows faster and denser than that.... and yes, they're allowed because it's only 6 feet on their side of the retaining wall. But I'll be looking at the retaining wall plus the fence.
