Clear everything out. Paint the room a cheery color. Put a cabinet between the windows. Store laundry supplies in the cabinet where they wont be seen. Use only one clothes rack/garment hanger. Put a basket under the sink for more storage.

This is a storage issue. If you ask this room to hold all this stuff you need to have a cohesive place to put it. Put a wall of these IKEA units along the wall. Is there a basement? I put shelving in basement at the bottom of stairs for my extra bottle of laundry etc. I agree you should add a cabinet over dryer. Beef up that shelf, it is buckling and pick pretty brackets? There are two kinds of racks to hang clothes, preferably not in view of hallway. Paint this room, as suggested, in a bright, cheerful color. You can decorate it to with cute prints, canvas storage boxes etc. everything here is from IKEA!

Hang a tension rod over sink to let clothes dry instead of a rack!
