We put a mudroom adjacent to the kitchen when we remodeled. My takeaways given your configuration:

1) Only use drawers if you have a way to keep them clean and dry. we're in the northeast, and used open cubbies below the bench. WAY easier to keep clean and more likely that little people will at least fling their shoes in the right place! Having said that, I wouldn't want a completely open system in a public room. No matter what you do, they get messy on a regular basis, and having the ability to just close them is great!

How about a configuration with doors left and right, but a bench in the middle to make shoes easier to deal with? Keep the cubbies open at the bottom, as shoes (or at least my husband's and son's) can get kind of stinky and it's easier to let that smell dissipate, rather than having it hit you when you open the door.

I think the ideal configuration would be similar to a utility cabinet with shelves. Let the user determine where the shelves go vs the hooks, based on need and height. Also, incorporate a place to charge cell phones etc. We did that and I love it.
