You need to tell us what horticultural zone this plant lives in and when you took the photograph in relationship to the growing season. Another photo with something to judge scale would help, as would one from a longer distance. Is this growing in full sun? Part shade? How much moisture?

This is in Western Washington next to Puget Sound. The photo was taken end of April-it is now about 18" tall but during the summer it will reach 3'-4'. It is growing in mostly full sun. It is in a landscaped area that has a regular sprinkler system cycle.

Does it flower? The leaf formation looks similar to penstemon . . .

Yes, it flowers, but more of a blue/purple color, I would say. And it spreads, more of these plants come up each year.

And, now that I say that, I am not sure what color. We have been away for 18 months, so I am not sure I remember. Unfortunately, they will not be in bloom for another month or two

I was just going to say Phlox as well. I love Phlox!

Is it a single flower? Maybe Mexican Petunia.

Thanks to all for your input-I may have to wait for it to bloom to tell for sure, but I think it might be Phlox. I am not familiar with Monarda, but it looks similar, as well.

The leaves do resemble blue phlox...such as this one.

Could it be tall campanula? I have the darn thins that spread everywhere and after weeding out all but a dinner plat of circles I found 4 hosta that were under and being choked out

Leaves look like the phlox I have in my garden. Love them but they fall over when they bloom...too top heavy. I need to stake them up when they bloom.
