Should I paint just the walls or the ceiling as well?

Since your keeping the grey carpet try pale grey walls. Something very light almost silver. If your keeping the art work red walls would blend in with all the red in the art.

There are so many details and variables you left out that need to be considered. Where is the restaurant located?,What kind of food do you serve?, what is the price point? Is it all buffet or is there mainly table service where are the paintings from are they important or can they go back to the artist? Can a lot of the clutter and nick-nack little sculptures be gotten rid of. Where is the branding or name of the restaurant on the inside. No one does napkin folds in the water glasses anymore. Just a simple folded rectangle to the left of the plate is nice.

Are all of the "Plants" and arrangements artificial? How high is the ceiling? What color are the chairs?

Are the Napkins cloth or paper? Tea servers are not flower vases? do you want to bring it up to date or keep a more traditional feeling?

I would choose a light grey, its classic and elegant and you can add color in your linens and table setting decor.

Here is some additional info- it's an Ethiopian restaurant located in nyc, not a buffet- that was only done for an event.

We will be getting rid of a lot of the unnecessary stuff and try to modernize it a bit

Because for the un-informed it is not white, it is not beige it is a no color which if you were serving schnitzel in Germany that might be okay, the weather is grey and the food is grey and talk about going bleak. Is the grey in the carpet a warm grey ( a little more yellow) or a cool grey (more towards Blue) or a true Charcoal dark grey? Does it have any pattern or other colors in it, or would you say it is a solid? Is there any exposed wood tone anywhere in the space. As a place of business where, atmosphere is part of the dining experience all of the variables listed above need to be answered to create an educated answer.

Where in NYC, Upper East Side, Village, Soho all have very different "vibes". Do you want it to feel chic, expensive, casual, neighborhood. All are variables. Hell, I could probably come by and see it.

I want it to look more up to date- modern but still have warmth to it.

It's not the exact chair, just looks similar to what we have. The seats have leather padding if I'm not mistaken.

Would love if you could drop by and take a look. I managed to get my mom to agree to a few changes but she's a bit of a traditionalist. Adheres to that if it ain't broke, don't fix it adage. But the neighborhood is changing and we have some amazing new spots popping up. We really need to catch up.
