The cherry has a bacterial problem such as brown rot or bacterial canker and the double-file viburnum needs to be fertilized.

Ok thanks, I can fertilize but what can be done with the cherry besides clean up the fallen leaves and destroy as I can't imagine spraying the tree.

I don't know what's wrong with the viburnum, but some parts of it are doing fine and show no lack of nutrients.
Did you look at the base of the stems to see if rabbits may be the reason?

Double-file viburnum requires a fertile soil, comes to look just like this when on one that isn't as good as it likes. I've even had a long-established one develop this appearance after many years, fertilized it and had it return to normal - then slide back down again later because the fertilization wasn't being kept up. Cultivated (gardened) soils in this region are often deficient in nitrogen particularly. Local landscapes have tons of examples of kinds of plants that want a higher level of fertility than they are getting on the particular planting sites they got stuck in that are just lumping along with poor growth and foliage color. Each kind has its own requirements, with it actually being possible to assess the fertility of vegetated sites in the woods by which native species are present. Some are adapted to high fertility, some to moderate and others to low.

Thanks Embothrium, for the comments. I also wondered if the viburnum is just getting old and tired. New shoots/starts surround the existing shrub, in fact, I transplanted 4 shoot groupings last fall, although no blooms this year, they are so far doing well in my new garden. Embothrium, what fertilizer do you recommend for a low nitrogen situation like you described?

Throw some mulch on it and try a granular product packaged for deciduous shrubs like roses or lilacs etc. Or as this is now the hot time of the year maybe instead of chemical fertilizer try a composted manure product labeled as providing a percentage of nitrogen, see if that has enough oomph to perk the shrub up without stimulating a bunch of soft new growth.
