Usually you run flooring across (perpendicular) to floor joists. But if you want to elongate a room you could run the floor that. Way.

The main floor is a concrete slab so no need to worry about floor joists there.

Generally the boards would be run vertically on the longest visual run, so in your case they would run vertically in the family room, when looking in from the entryway, the dining & master would then run horizontally when looking from their doorways.
Upstairs once again they'd run vertically along the length of the hallway, then they become horizontal in the rooms off the hallway.
Your flooring contractor will advise you but ultimately get them done the way you want.

I agree with how2girl. The visual effect will flow more and the rooms seem more spacious as the individual planks are running parallel to the longest walls in the rooms. Look at photo examples of wood floors on Houzz. You will likely find long rooms with the planks running perpendicular to the longest wall break the room up visually. Running them parallel should appear more pleasing to the eye and encourage walking through the space.

I decided to not show examples of the perpendicular layouts to avoid controversy, but they're out there. So, I would suggest running them vertically on your plan on the first floor rooms , and horizontally on the plan for the second floor rooms. This is my opinion, based on about 30 years as an architect.
