get rid of them.. plant something else in fall ...

they might fill in.. in a decade or two ... do you see any new sprouts on the bare branches.. thats your first clue as to whether they MIGHT do it ...

and topping is never really a good idea ...

a plant with that potential.. should never have been planted that close to the pavement ...

some of that might be deer damage ... but not the large dead part ...

i wonder if someone tilled back behind them.. and tore up half their root mass ...

and seeing the utility box back there... if you dig ... be extremely careful ... no messing with buried electric .. in fact.. if it were me.. i would cut it to the ground.. and cover the stump with mulch.. and call the job done ... call miss dig if you insist on digging ....
