the only thing odd is that it has baseboard cutting it off. when next you replace the rug, undo the base trim and it will look perfectly normal. i'd just move.

oh, if you have some of that rug around (looks pretty new, might be a remnant) i'd take out the baseboard now and rerug that little area. easier than moving maybe. it would look nice with a oval console table.

You could try a larger piece of art or sculpture. Plants are always the go-to when you don't know what to do with a space, some kind of art is more intentional.

Art or sculpture is great suggestion for this "odd" space. Also, a fountain if you have access to electrical outlet or add one to utilize an up light of sorts. Not sure what the rest of the space looks like but art, fountain of unique quality can also be a conversation piece making it no longer odd, but purposeful.

That is a funny little space. We had a client with something similar and they put up corrugated steel. It worked well for the house. Here is a photo to show you what it looked like.

If you can take out the base board and add the rug. This will give you more choices as to what you can put there. The way it is now cuts up the space.

Assuming there isn't wiring or pipe running through this step I would agree that removing it and re-carpeting the area is best. Another option would be to make a wood piece that elevates the entire area to the height of the step. This would look more intentional as a place for displaying a sculpture.
