Is the fall a good time to plant lavendar?

I want to plant lavender out front by the street. The plants I have there now, Mexican petunias, aren't doing too good because of lack of water. They are nice plants, but they take too much water in the summer here. Anyway, can I plant lavender in the fall?

You really aren't suppose to mulch lavender, so I was worried it might die due to the cold over the winter. What do you think? Would you plant it, or wait til spring?

Oh, I'm zone 8, down by Augusta, in Aiken. SC.
