It is basically just a slight modification of the standard NCHFP recipe for Tomato Taco Sauce. All they did was reduce the amounts, switch to roasted cumin seeds, and add roasting of the tomatoes and peppers. All of that could be done using the NCHFP recipe too.

So assuming you leave all the other ingredients except for the onions and garlic the same - no reducing of the called for acids - then safety isn't an issue.
