What a beautiful rock wall. Imagining that you may be in a place like southern california, may I suggest that you want to first kill all the weeds that have popped up and then the perfect planting season starts in November as the rains come and soak the earth.

Consider planting natives in the front feature corner with the red rocks (lose these for brown birdseye gravel that echoes the stone in the wall) and with the big boulders. Something like coffee berry would be a good size (native coffeeberry - have your local nursery get it from their native plant supplier). Once they are established they will need little watering - but through the first two summers - one deep watering a week will do it.

The upper triangle could use some combination of rosemary and lavender . . maybe the spilling / prostrate rosemary along the wall and top of side slope and then some soft sweeps of lavender. Make the flat area smaller - try wooly thyme / creeping thyme for the area you want to keep flat.

I'd take pictures of your yard to your local nursery. Be sure you know the correct sun exposure the land gets. They will best be able to recommend drought tolerant landscaping that will thrive in your area.

You should search for Mediterranean landscape and see something from your area. You probably need something that doesn't require much water. As for cost, you can keep it within the budget if you plant the flowers yourself.
