Multi-cable clamps versus staples

In previous remodels, I've used both... multi-cable "clamps" (ala Gardner) along the tops of walls when I have a number of cables to run, and staples for a more solid connection when I'm within 12" of the box. I put clamps in quotes because they're not really solid connections to the wire, just support.

While walking through a recent remodel of a former neighbor, they said the inspector wanted several multi-clamps when going vertically (I think they used three in the space from a light switch to the ceiling in a sub-8' space!), which threw me for a loop. But the real oddity to me was no staples were used close to the box, only multi-cable clamps.

I thought the intent of the staples was to prevent wiring from being yanked deeper in the wall, and those multi-cable clamps certainly won't prevent that... does code specify a hard connection (like staples) specifically, or merely "support", within 12" of the box?
