Mints generally prefer outdoors conditions, even winter as they go dormant and sleep until spring. Indoor will be difficult at best and yielding substandard quality. Very little will change that.

I have a neighbor that has a huge patch of peppermint that she grows as part of her pollinator garden. It appears very healthy. But, I cannot comment on the quality of the flavor, beyond the fact that I have never seen so many pollinators concentrated in one location as I did on that peppermint.
