Landscaping to block the neighbors

Our neighbors are unique to say the least. Our windows, unfortunately, face the side of their home with boarded up windows. Worse yet, they sometimes access their backyard by walking past our windows and can see in our plantation shutters if open. What to do? We live in hot and humid Houston.
