My neighbor wishes to dig up 2 bushes which are 2 yrs because they aren't growing much or blooming. She will enrich the soil and put them back in the same spot. It is in bright sun and her other 2 older bushes already thrive there, so we know it's not a location problem. Her question is: should she wash all the old soil from the roots?
