Could you specify exactly what you mean by "lug"lids"? There are many different models - 4 tab, multi-tab, screw-on, clamp on, button top or no, threaded or non-threaded, etc. The term means different things to different people and each has different methods of application, different headspace requirements, and use.

As a very general guideline they not not recommended by USDA with the possible exception of with high acid jams/jellies. Beyond that it all depends on the specific lid in question. For the most part, the extra cost issue aside, they are primarily just a decorative thing as they offer no other benefit over the standard 2 piece system.
