Glue a piece of heavy felt to the bottom if these are swivel stools stop dragging them on the floor they are meant to just swivel in and out of them

Yep...heavy felt pads attached to the base is about all you can do. You could contact the original manufacturer...but I wouldn't hold my breath.

I have these kinds of chairs, but I've never flipped mine over before. There is a plastic ring on mine. The inner part of the fold under there should have space between it and the top part, so that you can slide something onto there.

My first thought is to purchase some car door edge guard trim in a length that matches the circumference of that inside lip (or longer; you can cut it down). You will apply it to the inside lip (underneath) NOT the outer lip to keep it hidden from view.

You can probably find some online, or at your local auto parts store. It comes in a roll that looks kind of like household weatherstripping you can buy at the hardware store and is made of rubber or plastic and has a strong sticky glue that will not come off unless your house gets 'car interior' hot. IF your house gets that hot, don't get this. The glue can melt out and the stick it creates is Goo-Gone level sticky (Goo Gone would probably strip the finish right off your wood floors!). Be sure to clean the top and bottom of the lip well before you apply, so that you get a good sticky contact. Try to apply it all at the same depth all the way around, to prevent any chance of wobbling.

PS. DON'T use hardware store weatherstripping. That glue/tape is not meant to stand up to dragging, heat, or dirt like car strips are and it'll be too thick/introduce wobble.
