Keep raising the light. Support them so they don't break. Plant them deep. Don't start so early next year.

Yeah as big as those are you'll have to transplant them into larger containers at least one more time.

Been there done that with starting too early. You might want to start some more about now if you have the seeds and room under the lights. About 6 weeks is a good size for planting out. Another option would be to take some cuttings off of these plants and pot them up.

Keep them at cool temperatures 55 to 60. But give them the light.

Strip some of the lower leaves. Less leaves, less photosynthesis and slower growth.

Do not fertilize any more.

Keep watering to minimal.

Combination of the above can reduce the growth rate.

When you transplant them, bury them all the way up to the lowest leaves. It will shrink their height but more importantly they will immediately sprout roots all along the buried stem making for a much stronger plant. Bigger root system=more nutrient uptake=more growth.

Think about moving them outside on sunny days to get them better light and to start hardening them off. Make sure protect them from wind and sunburn when they first go out.
