I'd love to see the rooms to advise on the color. I do have to say that there's nothing wrong with a little surprise color in a powder room - it's a great opportunity to have fun and do something you wouldn't ordinarily do.
In regards to the characteristics of the paint you want something in a satin or gloss finish since both rooms will have to withstand moisture at some point.
