The name for what you're seeking is picea pungens St. Mary's Broom. This is a true dwarf conifer that grows very slowly. It is available from several sources online. There are also several other low growing blue spruces. Try www.coniferkingdom.com for lots of pictures and information.

i'm baffled by your comment that this is a high maintenance shrub. It is quite the opposite. My largest one has been growing for 20+ years and I have never had to do anything except occasionally renew the mulch around it.

Here's a 15 year old plant. Four feet wide and 30 inches tall. Very care free once established.
