My Japanese flowering cherry had few blossoms. Although the winter, overall (averaged) was probably a mild one, the problem as I see it was that it was very mild far into the actual "winter" per the calendar. Christmas Day here was 65 degrees, and New Year's Day was mild. My winter jasmine opened virtually all its buds by then, and there were none left to open in March and April, when it normally is covered in flowers. But when we did get true winter temperatures, it was sudden, and the plants couldn't adapt as they normally do when we have a longer transition from warm to cold weather. Also, we got slammed all at once around Valentine's Day starting on Feb. 11th through the 15th, with no above freezing temperatures by day, and lows from 2 below down to 9 below zero on the 13th and high the next day of only 12 degrees! Then, on the 16th, it was 54 degrees, and pretty much quite mild for the rest of the month. This is not easy for plants to go through, and my camellias were especially hard hit. My largest was about 7 feet tall and 6 feet wide, and yesterday I cut back the dead wood so that it's only 4 feet high and maybe 3 feet wide. This is the worst damage ever in over 15 years with that plant.
