Need help identifying a shrub!

I want to plant more of these shrubs to form a natural hedge but have no idea what's it called. I'm in California, the shrub needs 0 watering, needs trimming only once a year after spring growing period, very much tolerant to full sun exposure, high temp tolerant too. Blooms in spring (sorry don't have a photo of blooming). See photos as it is right now. Thanks everyone in advance!
