Time of year for rootpruning deciduous tree?

It was a ginkgo tubiforma/tubifolia grafted on a standard ginkgo. The tubiforma stayed small and very slow growing. Potted it up and moved it to my present house about 5 years ago.

As is my lazy habit, I set the pot on the ground amongst the lightly covered Jerusalem artichokes near the gutter downspout . I just hadn't decided a location for the ginkgo.

It decided for me and last year the rootstock decided to wake up and up sprouts the standard with the collar of the tubifolia. It's now 8' tall and time to rootprune, transplant and prune back the standard .

Just need to know when is the optimum time for rootpruning.
