Pine Straw Mulch

I have 2 quick questions. One, I am having problems with Cucumber Beetles in my garden this year. I have watermelon plants and pumpkin plants that they are getting on. I read where mulching your garden can keep these beetles out. I have considered using pine straw mulch and was wondering does it need to be dried out before I use it in my garden or can I just pick it up and put it on the plants? Also, how do I know when I need to take further action in killing the cucumber beetles before my plants are destroyed? We see them on the plants and pick them off and kill them. We have killed roughly 75 or more today out of 60 hills of watermelons, pumpkins, and a few cucumber plants. Any help would be appreciated. Thanks for your time.
