Need help reading construction bids

hi, I posted this in design dilemma too but this maybe the better forum. We're in the process of evaluating a bid (and getting several others but having a hard time finding contractors that do new-build) for a new construction in Sacramento, CA.

My question is there are all these "cost allotments" all throughout this bid/proposal for a ~2500 sq ft one-story house (add'l 500 sq ft garage) and I read that these allowances are a bad idea and that it is much better to nail down (at least roughly) what specific product we want for each door/window/fixture/etc. we need for this house. I've included what's presented to us so far (we actually are asking for further revision to include more items as this builder who is open to us doing some of the finishing touches ourselves interpreted as that we want to supply and install a lot of the items which we don't/aren't able to do so). How do we analyze this bid and evaluate whether it is reasonable. Again, we are trying to get other bids but have not yet been able to do so (several interested builders have not gotten back to us, quite a few seem to prefer remodels but not new builds). I've pasted in partial bid. Thank you in advance.

($53,582) Pour Foundation per plan for House, Garage and Sunroom.

($74,000) Frame the House, Garage.

($13,425) All windows are to be white vinyl Milguard Tuscany style.
Install:
(1) 8068 SGD. Cost allotment $1,300.
(4) 3050 SH. Cost allotment $400/ea.
(4) 5050 S. Cost allotment $500/ea.
(2) 2030 SH. Cost allotment $300/ea.
(1) 5016 S. Cost allotment $400.
(1) 4040 S. Cost allotment $400.
3070 wood exterior door. Cost allotment $900.
Lockset. Cost allotment $150.
½ lite 2868 fiberglass door. Cost allotment $450.
lockset. $75.
2868 fiberglass French door. Cost allotment $800.
lockset $150.
Installing no interior doors except (3) 2068 reinforced, heavy duty Pocket doors prior to sheetrock. Cost allotment $300/ea.

    I'm afraid no one will be able to offer much useful commentary on what you have posted. We don't have plans, site plans, or any materials on which to compare. Even if we did, it's almost impossible to compare prices on a local basis since they can easily vary so much, based on location, cost of labor and materials, regulations, etc.

    Allowances (allotments) are just that: the contractor has "allowed" or "allocated" an amount for purchasing materials and/or for installation. From what you have posted it is unclear if installation is included or not.

    As you may have read, allowances can be tricky since they may or may not be realistic for the actual materials and installation expenses. Further, they may or may not be what you really want for your house.

    It's always a much better and more predictable process to specify all the major elements of a new house, so that bids accurately reflect what you actually want and that competitive bids are comparable, apples to apples.

    If this is the only bid items presented to you I'm afraid that there's a great deal missing in order to make the house habitable and livable.

    Thanks, those were only the items that would fit on the first post. I understand that prices are very location based, but I'm thinking that supplying and installing a sliding glass door (I looked online and it looks like any decent one would be priced about $1K-$1.5K, in our case all of our windows and glass doors will be the Milgard Tuscany line) would be similar in price or installing an outlet shouldn't differ too much across the nation (I understand labor broken down hourly could vary greatly). I will ask the builder to clarify if the cost allotments include the installation but I'm thinking they do b/c he phrased it as "install (1) 8068 SGD. Cost allotment $1,300" for each line item but I just truncated to fit the character limitation here. I believe he's open to us supplying and then he will install and will be asking. He misinterpreted that we want to supply/install more than we actually plan to do so we're asking for a revised bid.

    As said above, you need to ask the builder about this. The way I interpret this "allotment" is that the allotment is breaking down the category so you know what is included in the category price. For example, the cost of electric is $29,855. In that cost 4 ceiling fans, 44 can lights, etc. are included. What happens if the price of the cans is greater than the allotment price is a question only the builder can answer. What happens if you decide you want more can lights is a question he needs to answer. Again, he's creating the specifications as to what is included in each category.

    Yes HO is homeowner. My husband asked for a bid only on a lockable shell b/c we plan to have some of the interior done by ourselves and sub out some of it. It is possible that we may have the builder we choose to install more of the interior, but we wanted to work with a builder who will let us supply a lot of the details of the house and install some of it ourselves or sub out instead of a turn-key bid.

    Ultimately the wording in the contract will determine what it means exactly. What type of contract is it?

    Where is your architect in this? Why has he not given you plans that have clear specifications so that you can get meaningful bids? What type of oversight does your bank insist on in order to qualify for a building loan? Why did they not red flag the plans from the beginning as being too non specific for them to appraise so that they could even talk about a loan? Are they aware that you plan on GCing yourself by hiring only a shell? And they are still willing to give you a loan??!
