Potato Gardening Question

Heya,
So I am doing some container potato for fun - I'm using a 35 gallon root pouch... THINK I should have used a larger container... but I guess you live and you learn.
So... my question is... at what point would I add more soil to the container? I have included a picture.... two things of note:
1- The plants have gotten MUCH MUCH bigger since I took the picture last week
2- Highlighted in yellow - there's still small baby stems... I worry if I add soil - those will die.
Any suggestions/thoughts are appreciated!!
