Who benefits not pulling a permit?
If you do not pull a permit the contractors insurance may be void.
You are subject to fines and extra fees.
It is likely some of the work done will be substandard.
Some subs will do work that is easier for them causing more work for the other subs costing you more money.
You may have no recourse if there is a problem.
It can cause issues at resale.
You may end up with a Stop work order.
