How does the hydraulic lever function?

After assembly the chair will raise but now will not go back down..there were no instructions regarding the hydraulic lever and "how" it is supposed to function..please advise!

You have to sit on it and then pull the lever and it will go down. It will not go down unless you have pressure on the seat. It goes down very easily and smoothly.
