If you scrape some bark off an undesireably placed branch is it still green and alive?

When leaves turn yellow and brown and fall, there's hope, but when they cling to the tree not so much. It doesn't bode well. Is there a ring of bark missing just above the root collar?

Haven't done a scratch test yet. Will do so today. No bark is missing from the trunk, the bottom just doesn't have lichen on it due to ribbons being tied there.

With proper watering your tree should come back out. If it doesn't live, go with a smaller specimen next time. See link on proper tree/shrub planting below
