Winter Chill

I've been doing some reading about winter chill, which I always thought just related to fruit trees. Roughly, it's the amount of time that the temps are above freezing but below high 40s-50. Plant doesn't completely shut down but rests (very unscientific description). Anyone have any idea of how this affects conifers? Winter color? Buds? Cones? Many in Southern California cannot grow many conifers due to lack of winter chill. This year we are having more winter chill hours in No CA than I can ever remember, so am curious what this bodes, if anything.
