Easiest way to find scale for a room is to measure the room itself. In your case the foyer area. Take width plus length. Add together and that should be the minimum diameter for the fixture. Also take into consideration the height of ceiling, you could possibly hang lower. Hope this helps, love the fixture.

So the room is about 10x14 so at least 24" in diameter? Also, I thought the light should be centered in the window

Yes atleast 24" in Diameter. You can go larger since you have a two story ceiling height. If you keep this one, dropping it down might help with appearance of scale.

You should still be able to see it from outside, even if it is lowered a tad, however, it does need to be larger.

Unfortunately, with a two story ceiling an orb isn't the best shape. Especially when you want to have it seen from outside. You would be better with an elongated fixture. I will give you a photo of an example.
