This is not the Arctic circle :-)) We do get sun in winter although not copious amounts. Virtually any brassicas will do well here in winter and they are even grown commercially in the Skagit Valley - broccoli, cauliflower and cabbages and kale in particular.

Large cabbage and other vegetables are grown in the Matanuska Valley of Alaska (but not in winter--and still not the Arctic Circle).

I think the biggest issue is the rain. I have some cabbages I planted in the fall and then leaned 2 windows over them to keep the rain off, and they survived the cold and now are growing. It also depends what part of the PNW you're moving to.

Those Mat-Su cabbages grow huge because of the hours of daylight during the Alaska summer.

Thanks everyone for the reply! I'll be moving to Tacoma area. I'm guessing I'd have to sow them in summer/late summer and let them grow to a certain size so they can withstand the lack of sun, cold and rain. Might have to grow them in a raised bed too so that if they do overwinter and stay in the ground, they won't rot. Not sure if it is possible to sow them in fall or winter to harvest in spring.

Many home gardeners in this area do (actually sow in late summer/early fall). It is not at all as difficult as you might think ;-)
