Probably the wind. They don't like wind! Mine looked quite shattered when I left them out on a very windy day. I should think they will perk back up when you bring them inside for the night.

Could easily be environmental shock. Could also be fertilizer shock unless you diluted the fish emulsion as recommended. But usually tomato leaf roll, aka cupping, is a result of inconsistent soil moisture - overly dry followed by over watering.

I did dilute the fish fertilizer. I think I over watered them. I decided I was not watering them enough. This is the first time i've grown in solo cups. I've drilled holes of course.

Put it in a sunny window sill for a couple of days and keep the soil moist. Methodically remove the variables. If you have multiple seedlings, try different solutions. Stop watering, more sun, dryer area etc. see which plant responds best.
