Sometimes it's a visual decision...it can be too tall and over power the space. Other times its a question of gaining additional storage, or perhaps you don't want to worry about a dust collection area. This office is more contemporary, so the open space above the cabinetry helps with the scale of the cabinets to the room. If you are doing a more traditional look, going to the ceiling with a large crown band can also look great.
