Cellar Wall Issue

I was cleaning my cellar, and noticed some paint chips on the floor under our sewer pipe. As I would run my hand over the wall, the paint chips would easily fall. I'm wondering if this is just a paint issue, or an issue with the sewer pipe! Not sure if you can really tell from the pictures, but, here they are. (There is no visible water issue) Any ideas?
