Dead Trunk, Live Suckers

I have a curly willow tree whose trunk has been dead for a few years (no new growth and failed the scratch test). I believe it was strangled, as when we moved in, the trunk had grown around the stake strap. However, I have lots and lots of very healthy suckers growing from the base of the trunk. These have now reached a diameter of about 1-2 inches. How can I go about removing the dead tree trunk and encouraging the suckers to turn into a tree themselves?
