pool heater not turning on - electrical issue?

Hi all,

I bought a house with a heated pool. But the heater seems permanently off. It is a Hayward H400. I have a timer box for the pumps (filter and cleaner) and it looks like the box is supposed to control the heater too? See pictures. The two left-most connections are attached to the pumps, and they work as expected. The right-most connection is attached to the heater. The heater is never on, meaning the digital readout is not showing anything, the mode lights are off. There is no power switch on the heater.

The picture on the box seems different from the actual connections... but maybe that makes no difference?

There is also a GFCI spa breaker box which doesn't seem to be working (putting it in ON position does not turn on the spa, hitting Test doesn't flip to off), but I don't think this has anything to do with the pool heater, does it? It doesn't seem to be connected to the heater.

What can I do next? If I hire a professional to investigate, who should it be? Just call a pool company, or do I need an electrician?
