Window Low-E Coating Options

We are narrowing down our choice for windows for our new construction home. The window quoted has one layer of Low-E coating resulting in a U-value of .27 and a condensation rating of 59.

The manufacturer also offers an option for a Low-E coating on the inside of the window (surface 4). This lowers the U-value to .24, but decreases the condensation rating to 47. My understanding is that this is the result of more energy being reflected instead of absorbed which makes the room warmer but the surface of the glass colder and more prone to condensation.

We live in northeast Wisconsin so we are prone to cold temperatures and have battled condensation with windows in our existing home. My question is which is more important given these facts, having the lower U-value or having the increased condensation resistance? Any help or advice is appreciated!
