How remove algae when empty EPDM lined pond?

15,000 gallon EPDM lined pond with frogs and tadpoles, algae problems, I use the Pond Logic PondClear product every 2 weeks per directions as soon as temp hit 50 degrees a (couple of months ago) used last year as well, not improving, water clarity awful, the past two years have a large fountain and Airmax KoiAir 2 compressor driven aeration (two outlets at bottom of pond) both run 24x7, no fish and no filtration.


I change the water every February before frogs start mating in March. I know I can't use algaecide in pond due to frogs. 2/2017 when I emptied pond some of the algae stuck so well on EPDM that pressure washer couldn't get it off. 2/2018 when I empty pond I want to make sure I kill off all of the algae in the pond including what is stuck on before I refill. What do you recommend? I read something about putting salt on algae, perhaps I can do that while it's drained then rinse/drain it a second time before I refill?
