Sparse leaf growth on maple tree

I have a park strip maple in front of our house that has never failed to be full and shade our home well in the afternoon. This year it's looking very sparse and sad. I read about sparse leaves with extra seeds present, but that doesn't seem to be the case with our tree. The leaves that are present look healthy - no signs of burned / dead edges or insect damage. Trunk looks good, but there are some large dead branches that need to be pruned off. It's owned by the city and I have submitted a request to them to come look at it but that won't be for several weeks still. The other maples on the street look fairly healthy compared to ours. Wondering if anyone can offer any hope or suggestions. This tree is SO loved by us!
