First plumeria! Any tips before I pot it tomorrow?

Got an un-named variety from HD that according to the salesperson will bloom "white or yellow". It's about ten inches tall and has three branches. I bought a bag of cactus mix, and plan to repot it tomorrow. Did some googling and it seems like I need to water it deeply, then let it dry out, feed every three weeks from spring to fall (fertilizer type?) and not water it all through winter.

So here are my questions: I do see a few growing in ground in the bay area, and they definitely get winter rains. Is dormancy only a thing for container plants?

Should I leave it in the garage over the winter? Should I even try to keep it outdoors and protect it? How cold is too cold?

Lastly, any thing else to help this newbie out?
