I hope I'm understanding this correctly...it's hard to tell from the photo.

I think either approach would work...there will be a kink in the branch if you use the branch coming off the stump, but it will be less noticeable once the branch thickens over several years. You could also splint it straight after the bud starts to regrow and gets about pencil thickness to minimize the bend (I use bamboo stakes and the green plastic stretchy garden tape or the Velcro tape and check every couple weeks on younger branches). The advantage is that the placement will likely be more symmetrical with the other side.

Using a new shoot loses the kink, but compromises symmetry, and the branch will have some catching up to do on caliper.

You could also do...both! Train both options together until you see a clear winner based on your preference or growth. Sure, it wastes a bit of energy, but gives you time and clear reference to which branch might look and grow better.

I realize you have already made a decision, but just putting this out for future reference.

Edit: I think I see the two branches in the photo now if you were thinking of bending the branch near the trunk on the surviving horizontal across the trunk, it's doable, but I think it would look a bit odd...I'd grow out the small sprout from the broken stub, splint straight, and trim the stub later on.
