Cactus has weird gray/white and orange tiny spots.

I recently took this cactus off my friend's hands. I think it had been living in a garage (and this is the Midwest where it's been cold) because it grew kind of odd. When I took it home, part of it had to stick out the window because it was over 6ft tall. Well, the part that stuck out got broken off due to the wind. I tried to replant it, but it's doing the same thing this one is. The top part looks like it has the plague and is splitting. There are a few random blue spots throughout. Then these weird hard dots. I don't know what to do for it or if it can even be saved. I am new to cactus care and stupidly watered it once a few weeks ago. It was also really cold at my place so I moved it to my mom's because she has a sunroom. I also replanted it in cactus soil because the dirt it was in seemed very old. I also have no idea what type of cactus this is. Any advice or anything I can do to save it? I will try to post more pictures of it. Also in the picture it looks like a brown but it's actually just a really light faint green.
