Thunbergia battiscombei (a.k.a. clock vine, blue glory etc.). Not a clinging vine, however. Has long non-woody branches. I've tried it in an obelisk, but like it better as a low growing "shrub", trimming the long stems as needed to keep it more compact. Returns from the roots reliably each spring. Easy to propagate from cuttings.

Mine is a lighter purple... maybe it's the cousin, Thumbergia Grandiflora - blue sky vine?
