Sempervivums are hardy succulents, to zones 4 and some even 3; and are best grown outdoors year round. Those plans are very etiolated, and looks like main rosettes are dy. Could you post clear close-up photo? (It is not easy to ID plant in this stretched condition).

I wouldn't put them outside now not because it is still cold outside, but because they are very weak and spent time in warmer temps. They should be first repotted in better mix (adding lots of perlite may help); and acclimatized to much better light. By the time that happens it will be warm enough to take them outdoors.

Sorry, not really. My fault - should have asked for a close-up of the leaf (one of the bigger ones) and the main rosette. Reason I am asking for close-ups is to make sure it is plant we think it is, but is very etiolated - not close to what it should look like, and the pups are growing quite unusual way too. (I have seen similar growth on very etiolated semps, but was much less than what we see).
