Sick dracena, needs first aid

Hi folks, I have a dracena marginata that needs help if it is to survive. In the last two weeks all the bottom leaves turned yellow and dropped down, so I took them off. I finally had a chance to do a thorough inspection and this is what I found: Beads of very sticky sap on the bottoms of most of the leaves (see photo). More telling, near the seams where the leaves meet the central stalk there are microscopic dark insects and little yellow-orangey specs that might be eggs or larvae.

Can someone tell me what it's infested with and how to save it?
