Advice on pruning overgrown pussywillow

We have a pussy willow that has grown very tall (more like a small tree) that I'd like to get back into more of a shrub form if possible. I'm wondering how to go about this (and when)? Should I take out a few of the major stems each year, bringing it down gradually? Or should I take the whole thing down (if so, what time of year?) to a lower stature in one fell swoop? Or neither? It is so tall now that I can't cut any branches in the spring (one reason I always wanted one of these). Any advice welcome... it is pictured below (the tall, light-colored columnar "tree" in the center of the picture).
