Electrical Requirements for a "Garage" on Piling Home

We have a piling home on the water and just found out that they only installed a 15amp breaker for the garage. So basically everything I would want to use in it will pop the breaker. Reading the NEC says that a garage requires a 20amp breaker. However, my question is whether this still qualifes as a garage?

No, it requires a 20 amp circuit with a 15 amp breaker. Just like a kitchen. It complies. And under the house does not qualify as a garage as it can have no permanent walls installed, only breakaways. It’s an exterior parking pad, just like a carport. If you want additional circuits, pay to upgrade. But beware of doing anything too involved in a flood zone. Your insurance will not cover it.
