Rosemary is evergreen. It doesn't 'come back' as such. It should be there all the time. Do you have a photo?

I will take one and post it all it is right now is about 3" high of what appears to be dead wood no growth at all

Sounds like it may not have made it. Did you have an extremely cold winter?

Do you know your cultivar's name? Rosemary Arp is supposed to be hardy in Zone 6 without protection, although I lost it twice already (WITH protection). Sigh...

As said above, the ARP cultivar is cold-hardiest. I have had it repeatedly overwinter in a wet Zone 7 (and said to be hardy to 6B). However, it may have to be replaced after a really bad season. Mine had issues with thrips over two years, so had to replace them anyway. Not the worst thing to eventually having to replace them every so often; they were getting really BIG in my herb garden
